Brian Celeste, CFCC, is a Managing Director at Ankura based in Philadelphia. He has 19 years of professional experience providing advisory and expert services to clients and assisting them in managing projects, analyzing project performance, and resolving disputes relating to multimillion- and multibillion-dollar domestic and international projects.

Experience

Brian is experienced in construction claims, dispute resolution, and project scheduling in a wide range of industries including federal government projects, ship building/repair, power and process plants, hotel, infrastructure, correctional, wind farm, medical, and educational facilities. He has performed schedule delay, loss-of-productivity, technical issue, and damages analyses and has been responsible for the development and authorship of expert reports. Additionally, he is highly proficient in critical path method (CPM) scheduling including Primavera, Deltek Open Plan, and Microsoft Project relating to the development, updating, and evaluation of project schedules.  He has also provided testimony as a schedule delay expert in arbitration and provided support and presentation in settlement conferences.

Brian has developed and presented in training sessions and conferences relating to project administration, dispute resolution, and project scheduling topics. He is certified by AACE International as a Certified Forensic Claims Consultant (CFCC), Planning and Scheduling Professional (PSP), and a Certified Cost Professional (CCP) and has authored articles including “Use (or Misuse) of a Prospective Time Impact Analysis Provision in a Forensic Arena.”

Brian’s professional experience includes:

  • U.S. Navy: Cost, schedule, and production analyses related to a multibillion-dollar destroyer program.
  • Air Force Base, Texas: Schedule analysis and REA submissions for concrete and interior construction delays on a warehouse project leading to successful outcome in settlement conference.
  • Government Project, U.S.: Schedule analysis and REA development for contractor on an ongoing $6.5 billion Department of Energy project.
  • U.S. Consulates and Embassies Including Astana, Kazakhstan; Berlin, Germany; Frankfurt, Germany; Port-au-Prince, Haiti; Kingston, Jamaica: Project advisory, schedule review, REA and claim analysis and litigation support for several hundred million USD in Department of State projects.
  • Hospital Project, New York, NY: Schedule analysis and expert report for a $1.5 billion, 24-story hospital project in NY state court.
  • Hospital, Fort Wainwright, AK: Assisted Corps of Engineers on delay and loss-of-productivity analyses, technical issue analyses, quantum evaluation/damage calculations, and litigation support services in defense of an $18 million claim concerning the $178 million new Bassett Hospital at Fort Wainwright, Alaska. Project settled in ADR prior to hearing.
  • Blast Furnace, Gary, IN: Schedule delay analysis for multi-hundred-million-dollar blast furnace reline project for ICC arbitration.
  • Residential Project, Villanova, PA: Delay analysis, expert report, and arbitration testimony involving a 17,000-square-foot, seven-acre residence in Pennsylvania.
  • Hotel and Mixed-Use, Tysons Corner, VA: Delay and disruption analysis for $72 million new hotel construction project. Expert reports submitted; case settled in negotiations prior to arbitration.
  • Hotel and Mixed-Use High-Rise, New York, NY: Delay analysis and claims mitigation work for high-end project in Manhattan.
  • Hotel, Madison, WI: Delay and disruption analysis for $65 million hotel and mixed-use rehabilitation project in AAA arbitration.
  • Courthouse, Bronx, NY: Development of a claim and counterclaim defense for curtainwall contractor for the Bronx courthouse. Full settlement for client prior to arbitration.
  • Train station, Miami, FL: Train station and office building schedule and delay analysis for litigation.
  • LNG Plant, Angola: Provided schedule and issue analysis and report for multibillion-dollar project and claim. Settled in mediation.
  • Polyethylene Plant, Pittsburgh, PA: Provided schedule, risk, and cost analyses related to a multibillion-dollar in-construction plant.
  • Power Plant, Salem, MA: Damages analysis for ICDR-AAA arbitration on a natural gas fired combined cycle power plant.
  • Process Plant, Wyoming: Provided schedule analysis, expert services, and litigation support for a process plant in AAA arbitration.
  • Coal Fired Power Plant, Canada: Schedule analysis services for arbitration related to a coal fired power plant.
  • National Aquarium, Baltimore, MD: $14 million claim involving the $66 million expansion of the National Aquarium in Baltimore, for the joint venture contractor.
  • San Francisco Jail No. 3, San Francisco, CA: $25 million claim and $100 million counterclaim involving the construction of the City of San Francisco Jail No. 3 project.
  • Rutgers University Biomedical Engineering Building, New Brunswick, NJ: Delay analysis and claims concerning $24.6 million construction of a new biomedical engineering building.
