Construction Delay & Quantum Expert

Lee Armstrong is a Managing Director at Ankura, based in Perth, Australia. Drawing on more than 15 years of experience in the construction industry, Lee advises contractors and owner-operators in quantum and time claims disputes. Advice has included valuing variations and change orders, determining compensation for disruptions and prolongation, forensic delay analyses, negotiating and settling problematic final accounts, and program and contract management. He has worked on building, mining, infrastructure, civil engineering, and power projects, as well as onshore and offshore oil and gas processing facilities, throughout Australia, Asia, Europe, and Africa.



  • Experience

    Lee joined Ankura with the firm’s acquisition of the disputes, forensics & legal technology (DFLT) segment of Navigant. Prior to joining Navigant, Lee worked with UK- and Australia-based consultancies assisting clients with disputes and project delivery, including several major secondments to distressed projects. He has served as an independent expert and has been cross examined. He has helped prepare numerous expert quantum and delay reports.

    In addition to his consulting work, Lee has led training seminars on quantum, delay analysis, planning and project management for clients and industry associations and has lectured in the School of the Built Environment at Curtin University, Western Australia. He is a member of the Australian Institute of Project Managers.

    A selection of Lee’s engagements includes:

    • Iron Ore Mining Equipment, Western Australia: Appointed as independent quantum expert. Provided, and was cross examined on, expert report dealing with the valuation of claims and upon contract administration issues.
    • Residential Building, Western Australia: Provided an independent assessment of time and cost impacts of events on behalf of the builder of a multi-unit tower.
    • High School, Western Australia: Provided independent expert opinion on existing quantum and time claims relating to the construction of a high school in Western Australia.
    • Polymetallic Mine, Vietnam: Provided quantum, delay analysis, and documentation audit services, and advised an expert witness as the matter went to arbitration.
    • Major Road Project, India: Supported arbitration by assisting the independent quantum expert in the review and interpretation of data provided by the parties on three separate matters, and in the analysis that supported the expert’s own assessment of quantum.
    • Combined Cycle Power Station Project, Singapore: Prepared the expert report for arbitration proceedings between engineer-procurement-construction (EPC) contractor and structural-mechanical-piping (SMP) sub-contractor.
    • Commercial Development, Kazakhstan: Worked with the independent delay expert, supported the forensic delay analysis of the as-built records of a fit-out contractor’s work.
