Lionel Chan is a Senior Director based in Singapore. Lionel is a Chartered Quantity Surveyor with over 15 years of experience with major construction and engineering projects. He is experienced in the assessment of claims, disputes and termination costs in infrastructure, mixed development, power, and oil & gas sectors. 

Experience

Lionel has prepared expert reports in arbitration and litigation proceedings in relation to mixed developments, structural, petrochemical, process, and offshore works. This includes significant involvement in expert conclaves and the assessment of termination costs, change work orders, defects rectification cost, acceleration cost, and delay and disruption claims in complex and large scale disputes.

Lionel’s previous roles include work in a reputable quantity surveying firm and two leading engineering and construction companies. His diverse portfolio has equipped him with an in-depth understanding of different sides of the industry. Lionel has extensive site experience on large scale projects in exceedingly demanding environments that are complex, fraught with delay and disruption claims, and voluminous change work orders.

Lionel’s professional experience includes:

  • Floating Production System, Malaysia – Assisted the expert in the assessment of major offshore defects on a semi-FPS that resulted in significant delay, disruption, and rectification costs in excess of US$500 million. Assisted the tribunal to jointly produce quantum calculations from expert conclaves for the arbitration award.
  • LNG Power Plant, Australia – Dispute between the main contractor and owner concerning substantial cost increases on reimbursable subcontract packages and unpaid sums on work performed. Assisted the expert as the primary contact to the main contractor, assessing and communicating the types of information that is essential and relevant to the main contractor’s claim.
  • Petrochemical Refinery, Vietnam – Assisted the expert to provide an opinion on disputes concerning prolongation claims arising from changes in design requirements, soil improvement works, and marine claims.
  • Warehouse and Offices, Singapore – Acted as sole assistant to expert in the valuation of work completed, variations, and termination costs on an air-conditioning and mechanical ventilation works subcontract.
  • Airport, Middle East – Assisted the expert to assess claims for recovery of EPCM contractor’s fees arising from the performance of deficient services and third-party consultancy fees.
