William Harkins is a Managing Director at Ankura based in New York. He has over 18 years of professional experience working in the engineering and construction fields and holds his Engineer in Training (EIT) certification.

Experience

William has experience on a vast array of projects in the building, infrastructure, power, and process industries. He has represented owners, contractors, and government agencies in performing integrity monitorship, construction claims, and project advisory services. He has performed detailed schedule analyses on projects of all sizes, including assisting contractors in compiling extension of time requests as well as assisting owners in analyzing and responding to contractor extension of time requests.

William is responsible for supervising and directing teams of consultants working on a multitude of projects including a stadium complex, power plants, a liquefied natural gas plant, and various infrastructure projects.

William’s professional experience includes:

  • Integrity Monitorship: Act as integrity monitor on projects to detect and deter fraud, waste, and abuse. Ensure required processes and procedures in place are adhered to by all stakeholders.
  • Project Risk Advisory: Provide support and expertise to clients to prevent and/or resolve construction disputes. Minimize client risk on projects in the planning, construction, and dispute resolution phase. Review and analyze processes and procedures in place, with a specialty focus on schedule and cost.
  • Construction Disputes: Assist client throughout the dispute resolution process including, but not limited to, change order and REA negotiation, mediation, arbitration, and/or litigation.
  • Department of Community Affairs (DCA) – Sandy Recovery: Perform monitorship work for New Jersey Treasury overseeing DCA’s Hurricane Sandy Community Development Block Grant (CDBG) related programs. Retained to review the policies, procedures, and execution of work for the Renovation, Reconstruction, Elevation and Mitigation Program (RREM) and the Landlord Rental Repair Program (LRRP). Tasks include the review of each program from participant inception through completion to prevent fraud, waste, and/or abuse and to eliminate risk of funding de-obligation.
  • Metropolitan Transportation Authority (MTA): Various capital projects with a value in excess of $3 billion. Perform integrity monitorship work for the MTA on 2nd Avenue subway and Fulton Street Transit Center capital projects in New York City. The work as monitor consists of review/audit of contractor performance to ensure compliance with contract and other related agreements with NYC union and subcontractors. Tasks include site visits, status meeting attendance, payment application review, change order review, and certified payroll review among other documents to ensure compliance.
  • NYC DDC – Phase 3 Beach Front Restoration – $105 Million Construction Cost: Hired by New York City Law Department to assist in responding to a $40 million claim submitted by Triton Structural against the NYC Department of Design and Construction on a lump sum contract. Assisted counsel in assessing risk and the potential value of Triton’s claim. Tasks included assessment of the claim and evaluation as to any exposure and potential settlement ranges. Performed a detailed cost analysis to assess impacts resulting from extra work on the project. Ensured that claimed costs were pursued in the proper venue and via the contract alternative dispute resolution process when possible. Provided support to New York City Law Department throughout the potential litigation, including discovery, depositions, and settlement discussions.
  • Port Morris Tile & Marble Corporation (PANYNJ) – WTC: Various projects with an estimated value of $45 million, contracted by the Port Authority of New York & New Jersey to perform integrity monitor work over various contracts at the World Trade Center for the Port Morris Tile & Marble Corporation. Construction focused tasks included site visits, payment application review, and change order review to ensure compliance.
  • NYC DEP – Wastewater Treatment Plant: Engaged by New York City Department of Investigation (DOI) in reviewing a design engineer’s performance on an $8 billion wastewater treatment project for New York City Department of Environmental Protection (DEP). Tasks included the evaluation of change orders submitted by the prime contractor for potential errors and omissions related to design work resulting in increased construction costs.
  • EPCM Contractor (South Carolina): The client engaged the team to assist in auditing and compiling a justification for additional moneys owed for work being performed for the United States government. Assisted in the presentation and auditing of cost estimates being provided to the United States government for the maintenance and operations of fully operational overseas military bases.

Previously, as a project engineer with Vollmer Associates, William assisted in the preparation of contract documents, including construction plans, specification writing, and cost and quantity estimating. He worked on multiple types of projects including site developments, roadways, and utilities. He is also accomplished in general highway and site design work for private and public clients throughout New York and New Jersey. Sample projects include: South Ferry Subway Rehabilitation, New York, NY; Route 9A Reconstruction Project, New York, NY; Downtown Alliance Broadway Streetscape Improvement, New York, NY; Roslyn Road At-Grade Crossing Elimination Project, Village of Mineola, Long Island, NY; and Newport Development, Jersey City, NJ.
