Andrew Drobnis is a Managing Director at Ankura, based in New York. Andrew has more than 10 years of experience in engineering and construction, working with clients across industries. He specializes in reviewing processes, procedures, schedules, and costs with the goal of preventing and resolving construction disputes and minimizing risk during the full lifecycle of major construction projects.
Experience
Andrew previously held positions as a claims analyst with the Louis Berger Group and as a consultant with Deloitte. A trained civil engineer, he began his career with the Rhode Island Department of Transportation working on bridge restoration projects.
Andrew’s professional experience includes:
- Claims Analysis, Office Building and Hotel Project: Analyzed rejected change orders and developed supplemental narrative and documentation packages to submit to the project owner. Reviewed the original construction documents in an effort to resolve disputes over scope, and coordinated and prepared additional change requests in anticipation of mediation and litigation.
- Scheduling, Luxury Hotel Construction Project: Developed and managed the construction managers’ execution and planning schedules for the New York City project, including monthly updates in coordination with the owner and subcontractors. He also helped develop specific schedule areas to track and report key project milestones.
- Schedule and Delay Analysis, Rail Car Restoration Project: Performed a detailed review to assign responsibility for critical delays and to inform the contractor’s negotiations of potential settlements. Andrew also helped create mediation presentations and presented findings to mediators and opposing parties.
- Claim Analysis and Litigation Support, Beach Access and Facility Restoration: Assisted in the response to a $50 million delay claim submitted by a contractor to the client, a government entity. Andrew analyzed the claims, focusing on duplicative change orders and removing costs contractually subject to alternative dispute resolution. He also assisted the client’s counsel with discovery, depositions, settlement discussions, and mediation presentations.
- Arbitration Support, Processing Facility: Assisted in the response to a contractor’s $1 billion delay and disruption claim. Andrew performed issue analysis to determine root causes of the project delays. He reviewed and analyzed meeting minutes, schedules, cost reports, pay requisitions, and change orders used to support the owner’s counterclaim. Andrew was also engaged by the owner to provide an independent assessment of claims against the engineering, procurement, and construction management (EPCM) contractor, efforts that included the analysis of change order notifications, invoiced costs, changes in scope, and potential rework costs.
- Claims Analysis, World Trade Center (WTC) Redevelopment: Analyzed contractor claims for the Port Authority of New York/New Jersey on various WTC construction projects as an analyst with Louis Berger Group, reviewing schedule delay, productivity, and costs on contractor claims in preparation for litigation, negotiations, and settlements. Andrew also assisted the owner’s project teams in assessing disputed change orders between the contractors and the construction managers. In addition, he served as the schedule risk analyst to determine the likelihood of achieving project milestones that would trigger the release of federal funds.
