Bill Moore is a Managing Director at Ankura, based in London, with expertise in the management of capital assets, construction, government, and mining. He has more than 25 years of experience in delivering organizational strategy, asset strategy, and contractual and commercial advice while supporting clients and delivering projects.

Experience

Bill’s areas of expertise include asset management, procurement transformation, project delivery, turnaround, outsourcing, assurance, and business process improvement. He also has considerable experience in the implementation of new asset management strategies for clients, and management of strategic, operational, and commercial improvement. He is adept in supporting clients with their operational, commercial, and contractual obligations and provides expert support for new strategy development, project implementation, CRM, and business retention.

Bill has delivered over six billion pounds worth of capital projects and process and service improvements across the private and public sectors. He has received appointments as strategic advisor, program director, asset manager, project principle, commercial director, strategy advisor, and procurement adviser. He also leads on commercial negotiations, the delivery of physical projects, and practical resolution to contract disputes.

Bill’s professional experience includes:

  • Turnaround: Advisor for several banks on distressed asset recovery. Value £600 million.
  • Mining: Review of distressed mining operations, including oversight of assets, reserves, operational practice, and mineral working strategies. Value £2 billion.
  • Rail: Operational lead for rail project. Value £200 million.
  • Real Estate: Commercial director for £180 million construction program. Role included asset management of new and existing estate, program delivery of new build and refurbishment projects, strategic review of investment strategies, and building condition prioritization.
  • Asset Management: Asset led review of aged built estate and undertake risk related estimates of clients’ liabilities. Value £400 million.
  • Real Estate: Procurement of construction partners, commercial management of capital schemes, on-going control of revenue and capital spend, procurement evaluation, and soft market testing. Negotiation and liaison with partners. Development of client requirements. Management of stakeholders and supply chain. Development and management of KPIs and aftercare support programs. Value £200 million.
  • Asset Management Program: The procurement and management of technical consultants and advisory team. Development of category procurement strategies. Responsible for PMO operations and reporting for the program. Management of defects and repairs total annual value £30 million, including annual life cycle, and £76 million PPM.
  • Commercial management of mixed-use schemes delivering 265 residential units in high-rise buildings in central London with collocated educational facilities. Value £229 million.
  • Capital Work: Senior executive officer, final commercial review of investment scheme, procurement of delivery partner, review of final business case, negotiation of tender details, client advisor up to financial close, and appointment of supply chain. Value £200 million.
  • Asset Management Work: Commercial advisor, negotiation and review of tenders received, drafting of business case, and necessary internal approval papers. Board papers, commercial review, soft market testing, and procurement of construction partner via OJEU and panel processes. Value £34 million.
  • Procurement: Full implementation of new building investments, drafting of funding application documentation, planning, and feasibility oversight. Management of high outsourced professional team, commercial negotiation, and value engineering for construction program. Value £220 million.
