David Dale

David’s professional experience includes appointment as an arbitrator, adjudicator, expert determination, and delay and quantum expert witness (court testified on over 30 occasions). He leads teams in the preparation of large commercial claims/defenses and provides expert commercial advice/support on major developments, more recently in the Middle East and Africa. He is experienced in providing training/lectures/seminars on effective commercial management planning/project controls and loss of productivity analysis. David has also acted as a CEDR Mediator.

David’s experience provides expert knowledge obtained across a wide diversity of sectors working for master developers, employers, contractors, and consulting engineers. His first appointment in the Middle East was in 2004 as claims director, leading a team of consultants responsible for analysis and settlement of all contractual claims and providing commercial/strategic/planning advice and support on US $200 billion worth of projects for a leading master developer in Dubai, UAE, including the Palm Islands, World Islands, and Dubai Waterfront Projects. More recently he has prepared detailed claims and provided expert commercial advice/support with specialist planning/cost control services on such projects as the Burj-Khalifa Development, Major Mixed-Use Developments, Major Power Stations/Desalination Plants, Major infrastructure projects including Dubai/Abu Dhabi/Doha International Airports, and Riyadh/Doha Metros. He is also experienced in preparing fully particularized EOT and associated costs claims/defense/independent opinion on major infrastructure/construction projects across the wider Middle East region, e.g., Kazakhstan, Yemen, Oman, Qatar, Iraq, KSA, North Africa, and Madagascar. His experience and expert advice has helped facilitate amicable settlements in addition to acting as expert witness testifying to tribunals on matters of delay disruption and quantum.
