Harold G. Dorbin is a Senior Managing Director at Ankura based in Houston providing consulting and expert services. Harold has spent 35 years working for owners and contractors providing services in all phases of projects, such as plant operations, project management, construction management, commissioning/start-up management, process design, regulatory compliance administration, and HAZOP chairmanship. He has consulted on mega projects in six continents, leading numerous domestic and international claims to resolution through negotiation, mediation, lawsuit, and arbitration and providing project governance programs and risk evaluations on these one-of-a-kind multi-billion USD projects.
Experience
Harold has worked on a wide range of claims involving analyses of bidding processes, scope responsibility, standards of performance, change orders, contract reviews, costs, disruption and acceleration, productivity and inefficiency, causation, project management performance, differing site conditions, business interruption, termination, schedule analysis, and fraud. He has extensive experience throughout all phases of litigation including discovery and depositions and has provided expert testimony for International Chamber of Commerce (ICC) and American Arbitration Association (AAA) matters. Harold has also provided testimony for several US court cases.
Harold’s experience in project risk management and project governance includes project governance reviews, estimate and bid reviews, claim prevention, project risk assessment, project risk management training/audits, assessment of procedures against best practices, and the development of corporation-wide risk management and project governance programs for multi-national corporationsand public and private entities. His experience in project analysis and audits spans many countries, several industries, and total installed cost values, with individual project values exceeding $30 billion USD. Harold has performed quantitative risk assessments and estimate reviews on projects individually exceeding $18 Billion USD in TIC. He has performed analyses at project conception, feasibility study, project tender development, estimate, tender submittal, contract negotiation, execution, and claim stages for both owners and contractors.
He has extensive experience with numerous types of contracts and financial instruments in all project phases. His engagement experience includes assessments of pre-design work, review/consulting on contract forms, and advising/analysis on project delivery methods, constructability reviews, estimation of project-capital cost submittals, bidding activities, project start up and operations, project management, construction/commissioning management, scheduling, value engineering, contract administration, procurement, quality assurance, and errors and omissions. He has also performed ISO 9001 and other audits, strategic planning and technical issue evaluations.
