Jake Foad is a Managing Director at Ankura, based in London. He is a post-graduate competition economist, specializing in antitrust, competition litigation (quantification of loss), mergers and acquisitions, monitoring trustee engagements, and advisory roles under the Digital Services Act (DSA).
Experience
Jake has a thorough understanding of the economic frameworks and econometric techniques in competition-related matters, which he leverages to provide valuable advice across all areas of antitrust. In addition, Jake has acted on over 20 monitoring trustee cases, reporting to most competition authorities around the globe, including extensive experience with the European Commission (EC) and the Competition and Markets Authority (CMA). He is currently appointed as Monitoring Trustee in the context of AliExpress’ commitments offered to the EC under the DSA.
Before joining Ankura, Jake worked for three market-leading competition economics and monitoring trustee practices, where he acted on high-profile litigation and M&A cases, with experience reporting to multiple competition authorities and courts. Consequently, Jake has an in-depth understanding of global regulatory regimes, particularly in the UK (CMA, CAT) and Europe (EC).

Economics and Competition Engagements
- Quantifying loss under a UK consumer rights act claim at the Competition Appeals Tribunal relating to the vehicle shipping industry (follow-on action). Oversaw the delivery of multiple expert reports and supported the oral evidence process in this landmark case under the Consumer Rights Act.
- Quantifying the loss incurred by UK consumers from an alleged cartel in the F&B sector (follow-on action). Led the delivery of quantification of overcharge and pass-on, using sophisticated econometric quantification techniques.
- Quantifying loss incurred by UK consumers resulting from an alleged abuse of a dominant position in a number of separate matters: one in the F&B sector, another in the fashion sector, and multiple in the digital sector (standalone actions).
- Advising the Isle of Man OFT in the context of its market investigation into the transport sector. Led the engagement delivery, providing expert competition economics advice across market definition, abuse of dominance, and subsidy control.
- Various subsidy control and state aid matters, providing economic advice to relevant stakeholders (local authorities, corporate clients, and legal counsel) relating to the market economy operator principle (MEOP) tests.
- Advising a corporate client in the insurance sector on the likelihood and potential impact of Scottish Independence on sovereign and sector-specific credit ratings/likelihood of delinquencies.
- Advising the NHS BSA on the economic and financial aspects relating to the NHS ESR transformation scheme.
Monitoring Trustee Engagements
- Currently appointed as Monitoring Trustee in the context of AliExpress’ commitments offered to the EC under the DSA.
- Experience acting as Monitoring Trustee across over 20 cases, across a wide range of sectors involving all remedy types, and reporting to most competition authorities around the globe, including extensive experience with the EC and CMA.
