John Byrne is a Senior Managing Director at Ankura and a registered professional engineer with 40 years of construction program management and dispute resolution experience. He advises owners, contractors, and investors on complex capital programs and disputes across heavy construction, transit, power, liquefied natural gas (LNG), petrochemical, hazardous waste, and data center projects. Based in Philadelphia, he developed solid project management skills by directly managing large, complex construction programs with full profit-and-loss responsibility.

Experience

John’s professional experience includes the following:

  • Advised an investment consortium during the restructuring of a multibillion-dollar engineering, procurement, and construction (EPC) contractor, including reviews of project status, risk, and forecast completion estimates across dozens of power and LNG projects (onshore and offshore) in the U.S. and internationally.
  • Supported schedule recovery and reforecasting efforts on a multi-billion-dollar petrochemical complex, including an ethylene cracker, polyethylene units, a power plant, and Outside Battery Limits facilities.
  • Assisted in resolution of disputes on multiple $100 million pipeline projects for a contractor experiencing revisions to technical specifications, changed conditions, schedule compression, and productivity impacts.
  • Provided advisory and dispute services for multiple data center developments, including site selection, power strategy, procurement, program scheduling, project controls, change management, and operations support.
  • Led change management and dispute engagements on multi-billion-dollar LNG liquefaction projects for major EPC contractors, addressing schedule delay and disruption, productivity impacts, changed conditions, and subcontractor claims.
  • Provided expert services on multiple billion-dollar coal-fired power plant construction programs, both green field and retrofit construction. Areas in dispute included contractor performance, schedule delay and disruption, damages, and productivity
  • Assisted in resolution of disputes on multiple $100 million pipeline projects for a contractor experiencing revisions to technical specifications, changed conditions, schedule compression, and productivity impacts.
  • Assisted EPC contractors and designers in preparation and defense of changes and claims on numerous public-private partnership light rail construction programs. Areas of dispute include subcontractor disputes, changes in scope, engineering, changed conditions, schedule delay and disruption, damages, and productivity from right-of-way acquisition through start-up and closeout.
  • Provided forensic analysis and expert testimony on upgrades to and construction of domestic process Areas of dispute included contractor performance, design quality, schedule delay and disruption, damages, commissioning, and start-up.
  • Headed a team providing change management, project controls, forensic analysis, and strategic direction to senior management on a billion-dollar program upgrading environmental controls on multiple coal-fired power plants.
  • Provide advisory services for a not-for-profit owner for construction of a multi-use facility providing housing, training, and healthcare services for the homeless. Services began during design development, continued through contractor selection and field services, and are approaching completion.
  • Provided change management and dispute services on various nuclear power retrofit projects for EPC contractors and Disputes addressed issues of technical performance, schedule delay and disruption, productivity impacts, changed conditions, and subcontractor claims.
  • Provided change management and dispute services for combined cycle power plant construction for owners and EPC contractors in both green field and retrofit environments. Disputes addressed issues of technical performance, engineering, procurement, schedule delay and disruption, productivity impacts, changed conditions, and subcontractor claims.
  • Headed the owner’s construction team on a $100 million refinery environmental upgrade program; represented the owner in contractor selections, contract negotiations, program management, change order negotiation, organized labor interface, and direct supervision of construction efforts.
