Sean is a Managing Director at Ankura based in Dubai. He is a testifying RICS Registered Expert Witness who is regularly involved with large-scale international arbitrations, providing robust quantum analysis on various complex construction disputes across different sectors and jurisdictions, including claims for termination, disruption, prolongation, remedial works, and the valuation of additional works on projects in Africa, Asia, Australia, Europe, and the Middle East.

Formal Dispute Resolution Experience

  • Desalination Plant, UAE – Appointed quantum expert on behalf of a main contractor who was party to an arbitration as the respondent. Dispute included claims for delay, disruption, loss of overheads, liquidated damages, valuation of works complete, payment, and rectification costs. Claims and counterclaims totaled circa US $20 million.
  • Football Stadium, Qatar – Appointed quantum expert (and testified) on behalf of a subcontractor who was party to three arbitrations as both the claimant and respondent. Dispute included claims for prolongation, defect rectification, and increased costs to complete the works. Claims totaled circa US $10 million.
  • Power Plant Project, South Africa – Lead assistant to the quantum expert on behalf of a contractor who was party to an arbitration as the claimant. Dispute included claims relating to various defect rectification works. Claims totaled circa US $85 million.
  • Oil Refinery Project, Kuwait – Lead assistant to the quantum expert on behalf of a client who was party to an arbitration as the respondent. Dispute related to a final account claim which involved the valuation of multiple variations. Claims totaled circa US $60 million.
  • Oil & Gas Project, Iraq – Lead assistant to the quantum expert on behalf of a client who was party to an arbitration as the respondent. Dispute included claims for losses following termination and increased costs to complete the work. Claims and counterclaims totaled circa US $40 million.
  • Oil & Gas Project, Australia – Assistant to the quantum expert on behalf of a contractor who was party to an arbitration as the respondent. His involvement related to the assessment of the respondent’s quantum meruit claim which totaled circa US $590 million.
  • Airport Project, Qatar – Assistant to the quantum expert on behalf of a contractor who was party to two Arbitrations as respondent and claimant. His involvement related to the assessment of the contractor’s prolongation claim which totaled circa US $24 million.
  • Metro Project, Qatar – Assistant to the quantum expert on behalf of a contractor who was party to an arbitration as the claimant. Dispute included claims for variations, prolongation, and disruption. Claims totaled circa US $1 billion. His involvement related to assisting with the valuation of variations.
  • Water Infrastructure Project, Bangladesh – Lead assistant to the quantum expert on behalf of a contractor who was party to an Arbitration as the Respondent. Dispute included claims for additional work and increased cost of completion following termination. Claims and counterclaims totaled circa US $26 million.
  • Port Project, Jordan – Assistant the quantum expert on behalf of a client who was party to an arbitration as the respondent. Dispute included claims for variations and incomplete / non-compliant work. Claims and counterclaims totaled circa US $130 million.
  • Road Project, Afghanistan – Assistant to the quantum expert on behalf of a contractor who was party to an arbitration as the claimant. Dispute included claims for prolongation, suspension, and losses following termination, including loss of profit. Claims totaled circa US $76 million.
  • Residential Project, Qatar – Assistant to the quantum expert on behalf of a client who was party to an arbitration as the respondent. Dispute included claims for losses following termination and increased costs to complete. Claims and counterclaims totaled circa US $40 million.
  • Hotel Project, Oman – Assistant to the quantum expert on behalf of a contractor who was party to an arbitration as the claimant. Dispute included claims for variations, prolongation, disruption, and acceleration. Claims totaled circa US $35 million. His involvement related to the valuation of the variations which totaled US $13 million.

Independent Claims Advisory Experience

  • Gas Processing Plant, KSA – Assistant to the quantum expert advising a contractor. Provided an independent review of prolongation and disruption claims prior to formal dispute resolution. Claims totaled circa US $79 million.
  • Rail Project, UK – Assistant to the quantum expert advising a contractor. Provided an independent review of variations prior to formal dispute resolution. Claims totaled circa £8 million.
  • Hotel, KSA – Assistant to the quantum expert advising a contractor. Provided an independent review of claims for additional works and prolongation costs prior to formal dispute resolution. Claims totaled circa US $187 million.
