Steve Collins is a Senior Managing Director at Ankura. His experience includes construction management consulting, construction claims analysis and dispute resolution support services, and capital project and program advisory services. His advisory experience includes organizational and capital program management consulting as well as advisory services through the life cycle of a given capital project. His construction dispute consulting experience includes the preparation and analysis of various complex delay, acceleration, loss of productivity, disputed extra work, and design errors and omissions claims. Steve has authored expert reports and offered expert testimony in jury and bench trials, arbitrations, and alternative dispute resolution forums.

Experience

Steve’s prior experience as a construction superintendent and project manager on high-rise office building, convention center, pharmaceutical, educational, and power projects provided him with experience in construction management, contract administration, scheduling, construction cost accounting, and operations management.

A sampling of Steve’s project experience includes:

Government Contract Project Advisory and Claims Services

  • Drafted a client’s US Federal Acquisition Regulations (FAR) compliant contract management policies and procedures encompassing estimating, procurement, cost, schedule, and property management systems for a $1 billion project in Iraq.
  • Analyzed contractor performance costs and overall compliance with contract terms and conditions for a $3 billion plus cost-reimbursable US government contract to provide life support services for US and coalition military forces located among over 20 military bases in Afghanistan.
  • Developed a claim and assisted in time extensions and cost recovery for a contractor designing and constructing two separate military base construction projects in Afghanistan.
  • Performed an incurred cost audit involving a $70 million cost reimbursable subcontract for private security in Iraq.
  • On behalf of a contractor, analyzed multiple claims submitted by a major Afghan contractor tasked with the performing the civil works related to the construction of multiple anti-narcotics and administrative facilities in Afghanistan.

Project and Program Management

  • Provided analysis and arbitration testimony involving a power plant and accusations of gross negligent in contract execution by an EPC contractor encompassing design management, procurement, project controls, change management, quality control, and testing and commissioning.
  • Performed a review and implemented recommendations for improvement for execution of a $2 billion hospital and clinic in the Middle East
  • Performed an independent review on behalf of a design-build contractor’s performance involving a pharmaceutical facility in preparation of its defense of accusations concerning negligence in execution
  • Reviewed a major US university’s organization to determine its effectiveness and ability to reduce risk concerning a billion-dollar capital improvement program.

Construction Claims and Disputes

  • Provided schedule delay and cost impact analyses involving a $1billion terminal expansion project at a major European airport and assisted in settlement negotiation.
  • For a $1 billion Las Vegas casino resort project, provided both prospective and retrospective schedule delay analyses and arbitration and trial testimony
  • Analyzed claims of late and changing design, differing site conditions, prolonged review of submittals, and decreased labor productivity against an owner by multiple prime contractors seeking damages and added performance time involving a largest of its kind in the world refinery in the Middle East and multiple first-of-kind technologies.
  • Analyzed claims by an EPC contractor for the replacement of a smelting line at a major plant in the southeastern US. Utilized audit rights to facilitate a comprehensive cost audit of the claimed and unclaimed costs and assisted in settlement negotiations.
  • Quantify the impact on the contractor’s cost of performance effect caused by over 350 change orders issued early in the 5.5 year planned duration of a project involving construction of approximately 2000 linear feet of cut and cover tunnel for four traffic lanes, ramps, and surface streets that are part of a multi-billion roadway and tunnel project.
  • On behalf of an owner, performed an analysis of schedule delay and damages involving construction of a $1 billion port in the major port in the United Arab Emirates. Analysis involved breakwater, dredging and filling, and revetment work, quay wall and trestle bridge installation, and placement of cap blocks and paving.
  • Provided claims analysis assistance during a multi-year assignment on behalf of the owner involving a multi-billion-dollar wastewater treatment plant in the northeastern US.
  • Developed a claim on behalf of a contractor involving schedule delay, work re-sequencing, increased overhead, and impacts to labor productivity for installation of instrumentation, communication, and control wiring and systems (Smart Highway) for a major interstate highway project.
