Mohannad AlMonayyer is a Senior Director at Ankura based in London. He has over 9 years of experience providing financial and project advisory services to the private and public sectors. Mohannad’s experience spans the UK and MENA region across several sectors including education, healthcare, utilities, telecommunication, transport, oil & gas, and real estate. Before joining Ankura, Mohannad was a Senior Consultant at a Big 4’s Middle East corporate finance and infrastructure practice focusing on financial modelling and procurements. 

Other notable past clients include European Bank for Reconstruction and Development (EBRD), Ealing Council, Surrey Heath Council, Battersea PowerStation Development Company, Oxford University Press, Natural Gas Public Company (DEFA), ADMA OPCO, Habtoor Leighton Group, Ministry of Housing (KSA), KAHRAMAA (Qatar), Ministry of Transport (Qatar) and Ministry of Higher Education (Oman).

Mohannad’s professional experience includes:

  • Afghanistan PPP: Advised the government of Afghanistan on a long-term program to develop and prepare PPP projects in the infrastructure sector for private sector investment. Working alongside an international law firm, the first phase involved the project preparation, transaction structuring, and procurement preparation for a Fibre-To-The-Home (FTTH) Project and a Municipal Market PPP project.
  • PSP and Funding Options Assessment, Wastewater Treatment Plant, EBRD, Jordan: Determined demand forecasts and capacity requirements for the plant. Identified opportunities for private sector participation. Developed a funding strategy, including PPP options and development of a PPP financial model for various PPP options recommended. Furthermore, identified related national regulatory and market framework and summarised risks involved.
  • Qatar Petroleum, Governance of Group Companies, Qatar: Gap assessment and future state alignment around policies, procedures, standards, and expectations QP will (and will not) hold for its group companies.
  • Thematic Audit of Dubai’s Construction Market, Confidential, UAE: Analysed and reviewed the current state of Dubai’s construction industry using available secondary data in addition to intensive 360-degree primary data interviews with key stakeholders and leading representatives from across the UAE construction industry including real estate developers, contractors, lawyers, and funders. Moreover, reviewed the adequacy and appropriateness of Dubai’s current PPP legislation (namely Dubai Law No. 22 introduced in 2015) in an attempt to understand why PPP has been slow in establishing itself in Dubai and what improvement measures could be implemented to increase levels of understanding and effective usage in the future.
  • IPPF 2.0 Business Case, EBRD, UK: Developed a business case on behalf of the EBRD to propose a new structure for the EBRD’s sustainable infrastructure advisory team (IPPF 2.0). The new structure would provide mid-stream, upstream, and downstream support to EBRD countries around policies, PPP, and public sector project development and implementation with the aim of establishing a pipeline of sustainable bankable projects.
  • Ukraine PPP Diagnostic and Legacy Structure Design, EBRD, Ukraine: Undertook a diagnostic of the capability and capacity of the Ministry of Infrastructure of Ukraine. Throughout the engagement, we reviewed the PPP market and its activities focusing on institutional arrangements and best practices relating to responsibilities for the development and governance of PPP projects. The gap analysis which formed the core component of the exercise aimed to inform the design and development of a legacy structure that supports the continuity and stability of the PPP environment and enhance the effectiveness of the MIU as a counterparty in deals with the private sector. Recommendations included the development of an effective contract management function, the establishment of a PPP fund to provide budget stability and long-term funding commitment, further transition and transfer of roles and responsibilities, centralized PPP activity budgeting, and development and publication of a PPP strategy together with a PPP manual.
  • Private Sector Participation (PSP) and Funding Options Assessment, Wastewater Treatment Plant, EBRD, Jordan: Determined demand forecasts and capacity requirements for the plant. Identified opportunities for private sector participation. Developed a funding strategy, including PPP options and development of a PPP financial model for various PPP options recommended. Furthermore, identified related national regulatory and market framework and summarized risks involved.
  • Financial Evaluation, Cyprus LNG Terminal, DEFA, Cyprus: Developed a complex financial evaluation model to be used to evaluate potential bidders for a Liquified Natural Gas (LNG) terminal. Moreover, assisted in the preparation of tender documents. 
  • Battersea Power Station Development Company, UK: Carried out a lifecycle costs analysis including annual maintenance costs and renewal costs for the upcoming Battersea Power Station tube station.
  • Financial Evaluation, Ras Laffan Facility D IWPP, Qatar: Assessed three financial proposals submitted for a PPP bid to establish a water and power plant with 2,400 MW and 136 MIGD capacities. Furthermore, played a part in the negotiations through to financial close for the PPA (Power Purchase Agreement) and the WPA (Water Purchase Agreement), including the hedging negotiations with the banks.
  • Project and Financial Structuring Advisory, Healthcare Facility, Qatar: Developed a funding strategy, including analysis of market sounding, PPP options, and development of a PPP financial model for the various PPP options recommended.
  • PPP Housing Scheme, Ministry of Housing, KSA: Worked closely with the Minister and his advisers to develop a PPP housing scheme to address the shortage of supply that the ministry is currently facing. Carried out intense workshops with landowners, banks, developers, and heads of different ministry initiatives and departments to analyze the constraints and objectives that the ministry faces to create a custom-made housing scheme that encourages partnership and collaboration between entities. Furthermore, a financial model was developed to show preliminary financial projections of the scheme based on a pilot project.
