Anne Connolly

Before moving into the consulting sector in 2006, Anne worked in the UK as a quantity surveyor and commercial manager for more than nine years. Throughout her career, Anne has been actively involved in live projects — ranging from commercial building, mining, petrochemical, waste treatment, power, and renewable energy projects to major infrastructure and oil and gas projects — and dispute resolution, including negotiation, mediation, adjudication, dispute boards, arbitration, expert determination, and litigation. She has been appointed as a sole expert determiner and as an independent expert witness on more than 50 occasions to provide opinion on various quantum-related issues and has been cross-examined by dispute boards, in arbitration — domestic and international — and in litigation.

Anne has presented at professional seminars across the Asia-Pacific region. She is highly rated as an expert by her clients who state that she is diligent, focused, and personally persistent. and committed to the end product. She has produced joint experts’ reports following expert conclaves, taken part in hot-tubbing and single expert cross-examination, and her expert testimony has been described as “well prepared, knowledgeable and convincing,” and she is said to have “communicated clearly and responded succinctly to all questions posed.”

• Onshore Windfarms, Australia (Supreme Court of Victoria Litigation): Appointed Quantum Expert on two onshore wind farms, on behalf of the owner in relation to disputes between the main contractor and the turbine subcontractor, concerning the construction and operation of the wind turbine generators.
• Onshore Windfarms, UK (Arbitration): Commercial and strategic advice to the balance of plant EPC contractor, in respect of main and subcontract works. Assisted in developing the main contractor’s position on unenforceability of the liquidated damages clause; assessed the quantum of its losses arising from completing the incomplete and defective works following the earthworks subcontractor abandoning the works prior to completion.
• LNG Project, Jetty Construction, Australia (Arbitration): Appointed quantum expert to provide independent opinion on variations and settlement agreements.
• Paper Mill, Vietnam (ICC Arbitration): Appointed quantum expert on behalf of contractor to provide opinion on the valuation of claims for costs associated with delays to the project.
• Ammonia Production Facilities, Australia (WA Supreme Court Litigation): Appointed quantum expert on behalf of the insurer to provide an opinion on the cost of repair works as part of insured losses arising from equipment failures at the plant.
• Integrated Petrochemical Plant, Middle East (ICC Arbitration): Appointed quantum expert on two separate ICC Arbitrations on an Integrated Chemicals Complex, on behalf of the owner. Project valued at over US$20 billion.
• Gas Pipeline Project, Australia (WA Supreme Court Litigation): Appointed quantum expert to provide independent opinion on valuation and quantum related disputes on variations and delay cost claims on behalf of the pipeline contractor.
• Mass Rapid Transit, Indonesia (Operational): Appointed expert advisor on behalf of the joint venture to provide an opinion on the valuation of additional costs incurred because of delay, disruption, and acceleration.
• Prestigious Office Development Project, Australia (WA Supreme Court Litigation): Appointed quantum expert on behalf of litigation funders, acting on behalf of the developer, to provide an opinion on the valuation of variations and the overall cost of construction post termination of the main contractor.
• Power Plant Project, Taiwan (Negotiation and ICC Arbitration): Appointed strategic advisor on behalf of the main contractor, responsible for the construction of two units on a combined cycle (gas and steam generation) power plant, to organize, coordinate, and develop various claims on the project.
• Shopping Mall Development, Abu Dhabi (DIAC Arbitration): Appointed quantum expert on behalf of owner-developer to provide an independent opinion on the value of works at termination, including measured works, delay costs, variations, head office overhead, loss of profit, and similar heads of claim.
