Matthew Armstrong is a Senior Director at Ankura based in London. He has experience in assisting delay and quantum experts in arbitration, adjudication, mediation of building, civil engineering, oil and gas, and utilities projects. Matthew specialises in project and program advisory services, forensic investigation, and dispute resolution. His responsibilities include the review of risk management processes, claims analysis, scheduling, costing, delay/acceleration analysis using CPM methods, time impact analysis, project planning/execution, and assistance to expert testimony services.

  • Experience

    Matthew has experience in the oil and gas industry, developed through six years’ experience as a design engineer within a contractor based in Paris specialising in upstream oil and gas recovery. Offshore work has included design for topsides (platforms, FPUs, and FPSOs) and subsea systems in ultra deep water. Matthew has experience in a diverse range of disciplines and projects. He also has experience in project management, project and interface engineering including review of final design technical reports and drawings, cost estimates, and preparation of tender documentation and memorandums of understanding.

    Matthew has assisted delay experts in in adjudication, international arbitration, and litigation proceedings, with a particular focus on oil and gas disputes. He has also supported experts instructed on quantum matters.

    Oil and Gas

    • Refurbishment of an FPSO for service in Atlantic: The disputeconcerned the late delivery of a refurbished FPSO. Assisted theexpert in delay and quantum through analyses of contract, variation orders, and engineering aspects of the project. Work involved review and analysis of contemporaneous documentation and analysis and report drafting.
    • Production Platform – The North Sea: Assisted the delay expert with an initial review of causation behind the delay to completion of the Topsides.
    • Processing Plant, Iraq: Assisted the delay expert with the delay analysis in the context of an arbitration, from data collection to report drafting.
    • Decommissioning Services, North Sea: Assisted the delay expert with an initial review of the contractor’s claim. Work involved review and analysis of contemporaneous documentation and analysis and report drafting.
    • Semi-Submersible Drilling Rig: Assisted the delay expert through analyses of engineering aspects of the project. Work involved review and analysis of contemporaneous documentation and analysis and report drafting.
    • Oil Refinery, Middle East: Assisted the delay expert with a view to providing a preliminary review in anticipation of arbitration. Work required analyses of engineering aspects of the project. Work involved review and analysis of contemporaneous documentation and analysis and report drafting.
    • Oil Refinery, West Indies: Assisted the delay expert with a view to providing an expert report and giving evidence in arbitration. Work required analyses of engineering aspects of the project. Work involved review and analysis of contemporaneous documentation and analysis and report drafting.

    • Sewage Treatment Plant, UAE: Assisted the delay expert with the delay analysis in the context of an arbitration. Work involved data collection, review and analysis of contemporaneous documentation, and report drafting.
