Alex Levintaner is a Senior Managing Director based in London, focused on sovereign and public finance advisory. He has over 25 years of experience advising governments and public sector institutions on a wide range of financial matters, including capital markets advisory, debt funding strategies in the international and domestic capital markets, debt restructurings and liability management, relations with credit rating agencies, and sovereign wealth management.
Experience
Prior to Ankura, Alex was involved in many high-profile sovereign transactions. He helped execute countless sovereign international debt capital market operations, advised on effective strategies for domestic debt market development, and worked closely with numerous governments around the world in addressing public-sector debt challenges.
Alex’s professional experience includes:
- Advising Sri Lanka’s domestic creditors on engagement with the authorities to restructure the public sector’s debt.
- Advised the Government of Pakistan on restructuring its external bonds which at the time represented the first restructuring of a sovereign bond issue in modern times.
- Following the 1998 financial crisis, advised on Russia’s successful debt restructuring negotiations with official and commercial creditors (restructuring around $100 billion in domestic and external debt, across various creditor classes).
- Advised governments in the Caribbean on assessing their fiscal position and contractual debt service requirements. Advised on strategies to meet their projected fiscal deficit, including through debt restructurings.
- Worked alongside the World Bank in efforts to develop innovative financial instruments to help low-income countries fund projects to address the impact of climate change.
Alex has provided financial advice to various other sovereign clients around the world including the governments of Iraq, Liberia, Serbia, and Montenegro, among others. He also worked on the mass privatization programs in the former Soviet Union, including in Ukraine, Belarus, and Moldova.
