Andrés Chambouleyron is a Senior Managing Director at Ankura, based in Miami. He has over 28 years of experience in regulatory and antitrust economics and as a testifying expert assessing damages in arbitration cases in sectors such as electricity, oil and gas, internet and telecoms, mining, and other regulated and non-regulated industries. He specializes in regulatory economics, pricing and optimal rate setting, valuations, damage assessment, and antitrust.

Experience

Andrés has been involved in more than thirty international arbitration cases assessing damages under arbitration rules such as ICDR, ICSID, ICC, PCA, CECAP, VIAC, and UNCITRAL in Latin America, Europe, the Middle East, U.S., and Canada. He has worked and provided written or oral testimony in sectors ranging from electricity generation, transmission and distribution, natural gas and oil production, natural gas transportation and distribution, water and sanitation services, telecommunications and satellite services, manufacturing, chemicals, airports, and financial services. He has provided regulatory consulting services to both private companies and regulatory authorities throughout Latin America, in countries such as Argentina, Uruguay, Peru, Chile, Colombia, Ecuador, El Salvador, Dominican Republic, Mexico, and Panama.

In the public sector, Andrés has been Undersecretary of Energy at Argentina’s Ministry of Energy and Mining (2015 – 2018) in charge of natural gas and electricity wholesale markets and prices. Between 2018 and 2020 he was appointed Chairman of the Board of Argentina’s National Electricity Regulator (ENRE), an entity that regulates rates, investment, and quality of service of two electricity distribution companies in the Buenos Aires metropolitan area (six million users), one 500 KV electricity transmission company, and seven 132 KV regional transmission companies (15 million users). Dr. Chambouleyron has also been an economic advisor to Argentina’s Secretary of Communications (2000 – 2001) and advisor to Argentina’s Minister of Economy and Finance (2001).

Andrés is currently a non-resident fellow at the Institute of the Americas, a non-profit organization that promotes public policy towards energy transition and renewable sources of energy that is located at the University of California, San Diego campus in La Jolla, California.

Andrés has been ranked International Arbitration and Energy Global Expert in 2022, 2023, and 2024, and Thought Leader 2023 – 2024, USA by Who´s Who Legal.

Some of Andrés’s most recent arbitration cases include:

  • 2024, Oil Trading, Dubai, UAE: Assessing damages and will provide expert oral testimony in an investor arbitration claim filed by a European oil trading company against the government of the United Arab Emirates under the ICSID rules. The hearing will take place in Washington DC in late 2025.
  • 2023, Oil production, Ecuador: Assessing damages and will provide expert written and oral testimony in an investor-state arbitration case filed by a Canadian oil producer against Ecuador under ICSID rules. The hearing will take place in Washington DC in late 2025.
  • 2023, Gold Mining, Mexico: Assessed damages and will provide expert written and oral testimony in an investor-state ICSID arbitration case filed by a Canadian gold mining group against Mexico for investment treaty violations. The hearing will take place in Washington DC in 2025.
  • 2022, Airport Terminal, Panama: Assessed damages and provided expert oral testimony in a commercial arbitration claim filed by a construction company against Panama´s Airport. The hearing was held in Panama City in August 2023 under the CECAP rules.
  • 2022, Oil Refining, Mexico: Assessed damages and provided expert oral testimony in a commercial arbitration claim filed by an American construction company against a Mexican oil producer. The arbitration was held in Mexico City in November 2022 under the ICC rules with an award favorable to our client.
  • 2022, Wind Power Generation, El Salvador: Assessed damages and provided expert oral testimony in a commercial arbitration claim filed by a windmill manufacturer against a logistical service provider. The arbitration was held in Mexico City under the ICC rules in June 2022 with an award favorable to our client.
  • 2021, Oil Production, Ecuador: Assessed damages and will provide expert oral testimony in a commercial arbitration claim filed by an investor in the oil production services sector against an oil company. The arbitration was held under PCA rules in Miami in July 2023.
  • 2021, Thermal Power Generation, Dominican Republic: Assessed damages and will provide expert oral testimony in an ICDR commercial arbitration claim filed by an investor in the power generation sector against an electricity distribution company. The arbitration was finally settled in 2023.
  • 2021, Wind Power Generation, Mexico: Assessed damages and will provide expert oral testimony in a commercial arbitration claim filed by an investor in the power generation sector against a manufacturer of wind turbines in Mexico. The case was finally settled during 2002.
  • 2021, Broadband Internet, Peru: Assessed damages and provided expert oral testimony in an ICC arbitration claim filed by a private investor in the broadband internet sector in the Republic of Peru. The hearing took place remotely in late 2021.
