Gareth Crichton is a Senior Director at Ankura based in Dubai. He is a Quantity Surveyor who has been working in the construction and civil engineering industry for over 15 years. Gareth has been involved in a wide variety of projects, including; government, oil and gas, military, commercial, residential, hotel, high rise, mixed use, roads, bridges, airfield, and sewage treatment.
Experience
He has practiced in the Middle East region for over 12 years and formed part of the commercial team managing a mixed-use development in Abu Dhabi using an NEC3 contract with a project value of AED 17 billion.
He has led commercial teams on various government projects using an amended FIDIC contract with project values between RO 25m and RO 120m. He holds a proven track record for delivering first class reports; including financial statements, payment recommendations, and ability to provide an accurate understanding and valuation of variations.
Gareth specialises in quantum matters; including supporting expert witnesses in disputes primarily through analysis, valuation and opinion formation on disruption, prolongation, acceleration, and variation claims.
Gareth’s professional experience includes:
Oil and Gas:
- Supporting the preparation of claim (quantum) for pre-arbitration negotiations on behalf of EPC Contractor. The Project was Initial Production Facilities (IPF) for an oil field in Iraq.
- Supporting Expert in preparation of claims (quantum) for negotiations on behalf of the Main Contractor in disputes relating to the fabrication and supply of offshore structures under an amended FIDIC 1999 Silver Book in the UAE.
Building projects:
- Providing Support and assistance to the Quantum Expert on a large Middle Eastern Airport for 2 simultaneous ICC arbitration proceedings.
- Supporting Expert’s engaged on behalf of both Claimants and Respondents on ICC and DIAC Arbitration proceedings on various High Rise Residential/Retail/Office Projects throughout the UAE and Kazakhstan.
- Supporting expert engaged by the developer for ICC Arbitration on large scale cement plant project.
- Supporting expert engaged by the developer for ICC Arbitration on large scale sewage treatment plant project.
- Supporting expert in defence and counter claim negotiations between parties on unique large-scale sports complex in Doha, Qatar.
- Review and report on prolongation claim (quantum) on behalf of a developer involved in a disputed large-scale mixed-use development project in Kazakhstan.
Civil projects:
- Supporting Expert (quantum) in ICC arbitration proceedings on behalf of an international civil contractor involved in a disputed project to provide a new large highway in Doha, Qatar.
- Supporting the Expert in his role in ICC Arbitration involving a large roads project in Kazakhstan.
Project experience includes:
- Large Roads Project, Oman: Live Project Role. Leading commercial team responsible for all post-contract quantity surveying services on a large-scale government roads project, primarily; financial reports, interim payment recommendations, time and cost claims negotiation and valuation of variations.
- Sewage Treatment Facility, Muscat, Oman: Valuation Role. Instructed by large international main contractor to review and assess all subcontractor claims.
- Roads, Bridges & Flood Defence, Muscat, Oman: Live Project Role. Leading commercial team responsible for all post-contract quantity surveying services on a government project, primarily; financial reports, interim payment recommendations, time and cost claims negotiation and valuation of variations.
- 2 No. Large Mixed-Use Development, Abu Dhabi, UAE: Live Project Role. Part of a project management services team responsible for all commercial aspects of a large mixed-use development, primarily; certifying main contractor payments, raising compensation events, processing early warning notices, financial reporting and preparing interim applications and agreeing Final Accounts.
- Various MOD Airfield Projects, Falkland Islands & Ascension Island, South Atlantic: Live Project Role. Member of the commercial team responsible for all commercial services in relation to a fixed term maintenance and new works contracts, primarily; preparation of Guaranteed Maximum Prices based on schedule of rates, preparation of interim applications, site measurement, cost reporting and preparing Final Accounts.
- Public Authority, Angus, UK: Live Project Role. In-house Quantity Surveyor providing services in relation to the council’s portfolio of property. Pre-contract duties included conducting feasibility studies, cost estimation, bills of quantities and tender documentation preparation, tender evaluation and making award recommendations. Post contract duties included change control, cost reporting and agreement of interim payments & Final Accounts.
