Prasanna Saravanamuttu

Prasanna’s academic and professional qualifications, coupled with his extensive and detailed construction process experience, have led him to be appointed as a lead quantum analyst and lead assistant to a number of WWL-recognized quantum and delay experts for various dispute resolution proceedings. Prior to moving into the consulting sector in 2015, Prasanna had over 10 years of experience working in the contracting sector.

Prasanna has been actively involved as an expert witness for the quantum stream in independent advisory and client-supporting roles for client and contractor organizations. He is highly skilled in detailed quantum analysis applied in building and engineering projects across different jurisdictions using the industry’s best practices and techniques recognized by international standards. He has strong commercial acumen and contractual knowledge gained through working in the construction industry and his formal study of construction law.

Prasanna has extensive knowledge of the security of payment and adjudication process, where he researched the Western Australia Security of Payment Act.

During his time in the industry, he has been involved in a number of projects, including major resource projects (oil and gas, mining, and mineral), power generation projects, chemical plant projects and building (complex and mixed developments including commercial, residential, and retail), and civil engineering projects (airports, harbor, metro rail, pipelines, roads, airports, and other structure) acquired throughout Australia, Brazil, Indonesia, India, Malaysia, New Zealand, Papua New Guinea, Qatar, Saudi Arabia, Sri Lanka, Singapore, South Africa, and the United Arab Emirates.

Prasanna’s professional experience includes:

• LNG Project, Jetty Construction, Australia: Lead assistant to quantum expert to provide an independent opinion on valuation and quantum-related disputes on variations and settlement agreements. Matter was determined in arbitration.
• Chemical Complex Construction, Saudi Arabia: Lead assistant to quantum expert in preparing expert reports on behalf of the owner regarding claims and counterclaims. Established prolongation cost models for the six major sections of the project based on the various complex details to facilitate the Arbitration Tribunal to determine the prolongation costs.
• Power Station, South Africa and Singapore: Assisted quantum experts in the preparation of an expert report on behalf of the subcontractor to provide an independent opinion on prolongation costs.
• Port Remediation Works, Papua New Guinea: Lead assistant to quantum expert to provide an independent opinion on remediation works.
• Gas Pipeline Project, Australia: Lead assistant to quantum expert to provide an independent opinion on valuation and quantum-related disputes on variations and delay cost claims on behalf of the pipeline contractor. Supreme Court litigation.
• Iron Ore Mining Project, Australia: Assisted quantum expert to provide an independent opinion on the valuation of the subcontractor’s variation claims and the contractor’s counterclaims in relation to various quantum related issues on the project. The matter was determined in international arbitration.
• Prestigious Office Development Project, Australia: Lead assistant to quantum expert on behalf of litigation funders, acting on behalf of the developer, to provide opinion on the valuation of variations and the overall cost of construction post-termination of the main contractor. The matter was determined in Supreme Court litigation.
• New Monorail Lines and Associated Civil Works, India: Lead assistant to quantum expert in the preparation of an expert report on behalf of the main contractor. The role involved a quantum review of variations, prolongation, and disruptions costs.
• Highway Upgrade, Australia: Lead assistant to quantum expert for an expert determination. Assess claims arising from the measured quantities of work performed by the main contractor as part of the contract works.
• Correctional Facility, Australia: Lead assistant to quantum expert to provide opinion on the dispute arising from over-certification of payments claim.
• Two New Hospitals, Australia: Lead quantum analyst to quantum experts. Independent assessment of variations and counterclaims.
• Wind Farm Project, Australia: Lead assistant to a quantum expert to provide an independent opinion on valuation and quantum related disputes on prolongation costs, variations, and breach of contract. The matter was determined in arbitration.
• Supply of Drilling Equipment for Drillships (DRUs), Brazil – Assisted quantum expert, acting on behalf of the respondent, on a dispute relating to suspension and termination.
• Accommodation Village, Australia: Assisted quantum expert for purposes of arbitration in the valuation of rectification works arising from alleged defects to prefabricated modularized accommodation units.
• Underground Pipeline, New Zealand: Analysis of extra over costs associated with encountering an obstruction that caused the specialist drilling machinery to jam.
• International Airport Expansion, UAE and Australia: Administered pre- and post-contract including but not limited to procurement, financial reporting, valuations, final accounts, and claims.
• Mixed Developments (Seven-Star Hotel, High-Rise Apartments, Shopping Complexes and Offices, Associated Marina Works, Town Hall Apartments, Leisureplex, and Ancillary Buildings), Qatar and UAE: Responsible for commercial and claim management for mixed development projects.
