Scott Carr, PhD, a Senior Managing Director based in Washington, DC, is the leader of Ankura’s economics & statistics practice. He is an experienced expert consultant and former professor. His areas of expertise include energy economics, manufacturing, supply chain and distribution systems, and predictive and probabilistic modeling.
Experience
Scott has extensive experience in the analysis and modeling of complex business and financial situations. His recent projects include testimony regarding oil pipeline tariff rates, valuation of infrastructure construction projects and oil producing assets, preparing applications to federal regulatory bodies for oil pipelines requesting the authority to charge market-based rates, developing analytical methods to help the Gulf Coast Claims Facility estimate financial losses caused by the BP oil spill, forecasting future toxic tort liabilities as part of a major chemical manufacturer’s bankruptcy proceedings, and advising NFL players during settlement negotiations for concussion-related litigation.
Scott was formerly a professor at the UCLA Anderson School of Management in the Department of Decisions, Operations, and Technology Management. As a professor, he taught courses on operations management and quantitative analysis to MBA and PhD students and to executives, and he performed and published research on industrial economics and supply chain and distribution systems. Prior to joining academia, Scott traded and managed portfolios of foreign exchange and Treasury bond options as a member of both the Chicago Board of Trade and the Chicago Mercantile Exchange.
Scott has provided expert testimony to state and federal courts and regulatory bodies and to arbitration panels.
