Thomas Linus is a Managing Director at Ankura, based in Philadelphia. He has more than 28 years of experience in forensic engineering, construction management, and dispute resolution along with extensive experience in construction consulting, construction management, scheduling, and forensic investigation. As a licensed professional engineer, his work includes technical analyses of design and construction processes related to the evaluation of standard of care of construction professionals on behalf of owners, developers, constructors, designers, their insurers, and counsel. His years of experience have exposed him to a broad range of projects including residential (condos, townhomes, communities, private), high-rise and low-rise commercial construction, laboratory facilities, medical office buildings, educational facilities, hospitality construction, and military facilities and equipment with a particular focus on building envelope and curtainwall issues.

Experience

Thomas has extensive experience in many types of commercial building envelope construction and installation including unitized curtainwall, window wall systems, punched windows, various roofing and waterproofing systems including green roofs, masonry construction, stucco, EIFS, among many others that are typical through commercial construction.

Providing expert analysis, reporting, and testimony regarding design and construction processes including schedule, progress, productivity, delay, procurement, errors, and omissions, defective design/construction, standard of care, and economic damages.

Construction processes such as proposal, bidding, negotiating contracts and change orders, construction management, cost and schedule control, close-out documentation, negotiating and analyzing construction claims, mediation, arbitration, and settlement negotiations.

Thomas’ professional experience includes:

  • Managed the analysis, expert reporting and eventual testimony involving defective design and construction issues of a multi-use facility compromised of parking, retail, offices, hotel, condominium buildings and associated amenity spaces. This billion-dollar development resulted in over $250 million in defect damages.
  • Entitlement review for over $100 million in change orders for a design-build project on behalf of a major apparel company’s corporate headquarters.
  • Construction Project Manager for an over billion-dollar office and hospitability skyscraper with main focus on cost, schedule and BIM coordination of all of the building envelope components. These components include curtain wall, skylights, green roofs, waterproofing, roofing, and building maintenance units.
  • Managed the analysis, expert reporting and eventual testimony involving defective design and construction issues of a hotel chain resulting in $3.5 million of repair damages as a result of construction deficiencies. The deficiencies involved building envelope installation deficiencies, mechanical and electrical installation deficiencies as well as disputed change order and punch list evaluation.
  • Forensic evaluation of building envelope components related to the installation of stucco and adhered stone veneer on behalf of a homeowner’s association, which resulted in consequential damages to unit interiors.
  • Forensic evaluation of building envelope components related to the integration of roofing, metal panels and curtainwall systems at an apartment complex. Methodical approach to demolition and repair resulted in successful completion of the project with no further water intrusion.
  • Construction project manager for the construction of an urban underground nuclear medicine facility including public park space at street level. This project included extensive coordination of waterproofing systems as well as mechanical, electrical and plumbing systems servicing the nuclear vault.
  • Forensic engineering investigation of a five-story condominium association with construction defects resulting in partial building settlement and damage to facades and interior finishes. Successfully demonstrated structural deflections that were well in excess of building tolerances.
  • Assisting steel contractor with defense of schedule delay claims as a result of alleged coordination errors. Developed a 4-D scheduling model used at mediation to assess liability to the parties via critical path delays.
