Industry Expert to Lead Payer Government Programs Compliance & Operations Practice Area
Ankura Consulting Group LLC (“Ankura”) is thrilled to announce the addition of Charles Baker to its Healthcare and Life Sciences team as a Senior Managing Director in New York. Charles will lead the Payer Government Programs Compliance & Operations practice area, bringing a wealth of expertise, leadership, and energy to the firm.
Charles is a widely respected expert in government programs, including Medicare Advantage, Medicare Part D, Medicaid, the Affordable Care Act (ACA), and programs for dually eligible members. He brings more than 15 years of experience leading, advising, and operating compliance, clinical, and administrative functions across health plans, provider organizations, and integrated delivery systems. His background includes roles as a consultant, health plan compliance officer, and medical center practice administrator.
Charles has extensive experience leading compliance assessments and program implementation for both regional and national health plans. He has developed compliance review methodologies, built monitoring and corrective action frameworks, and guided organizations through audits, expansions, new product launches, and regulatory transitions. His expertise also includes designing tools to improve accountability and advising on oversight for vendors, clinical partners, and delegated entities.
In addition, he has supported operational and regulatory transformations by developing business requirements for major regulatory changes, creating integrated operating models, and implementing performance measurement frameworks that connect regulatory expectations to operational quality and risk management.
In leadership roles across health systems and community organizations, Charles has improved neurorehabilitation and behavioral health operations, launched new clinical programs including tele-neurology, and managed federally qualified health centers, consistently enhancing documentation, compliance, and operational efficiency.
