Anne Connolly

Anne Connolly is a chartered quantity surveyor with over 23 years’ experience working in the construction industries of Asia, Australia, and the UK. Anne’s academic and professional qualifications, coupled with her extensive and detailed knowledge and understanding of the construction process, has led her to be appointed as an expert on quantum related matters in independent advisory and client supporting roles for client and contractor organisations.
Experience
Before moving into the consulting sector in 2006, Anne worked as a quantity surveyor and commercial manager for more than nine years. Throughout her career Anne has been actively involved in live projects (ranging from mining, building and power projects to major infrastructure and oil and gas projects) and dispute resolution (including negotiation, mediation, adjudication, arbitration, expert determination, and litigation) across Asia, Australia, and the UK. She has been appointed as a sole expert determiner and as an expert witness on various quantum-related issues and has been cross-examined in arbitration (domestic and international) and litigation.
Anne has presented at professional seminars across the Asia Pacific region. She is highly rated as an expert by her clients who state that she is diligent, focused, personally persistent and committed to the end product. She has produced joint experts’ reports following expert conclaves and her expert testimony has been described as “well prepared, knowledgeable and convincing”, and she is said to have “communicated clearly and responded succinctly to all questions posed”.
Anne is recognised in Who’s Who Legal as an expert witness in the field of construction and a leading arbitration expert witness. Anne specialises in the detailed quantum analysis of construction claims, based on her skills and comprehensive knowledge of contractual relationships and commercial risks. She has a keen eye for detail and strong forensic analysis skills supported by her formal study of construction law.

- LNG Project, Jetty Construction, Australia: Appointed quantum expert to provide independent opinion on valuation and quantum related disputes on variations and settlement agreements. Matter determined in arbitration.
- Paper Mill, Vietnam: Appointed quantum expert on behalf of contractor to provide opinion on the valuation of claims for costs associated with delays to the project. Matter determined in international arbitration.
- Ammonia Production Facilities, Australia: Appointed quantum expert on behalf of the insurer to provide opinion on the cost of repair works as part of insured losses arising from equipment failures at the plant. Supreme Court litigation.
- Power Plant Project, Malaysia: Appointed quantum expert to provide opinion to the Joint Venture on its claims for costs associated with delays and counterclaims from the owner/employer for cost savings under the Power Purchase Agreement in arbitration proceedings.
- Gas Pipeline Project, Australia: Appointed quantum expert to provide independent opinion on valuation and quantum related disputes on variations and delay cost claims on behalf of the Pipeline contractor. Supreme Court litigation.
- Mass Rapid Transit, Indonesia: Appointed quantum expert advisor on behalf of the Joint Venture to provide opinion on valuation of additional costs incurred as a result of delay, disruption and acceleration.
- Iron Ore Mining Project, Australia: Appointed quantum expert to provide independent opinion on the valuation of the subcontractor’s variation claims and the contractor’s counterclaims in relation to various quantum related issues on the project. Matter determined in international arbitration.
- Prestigious Office Development Project, Australia: Appointed quantum expert on behalf of litigation funders, acting on behalf of the developer, to provide opinion on the valuation of variations and the overall cost of construction post termination of the main contractor. Matter determined in Supreme Court litigation.
