Tom Francis is a Managing Director at Ankura based in London. He has over 22 years of experience in project planning and delay analysis. Tom has worked for both contractors and clients on major infrastructure projects and disputes in the UK, Europe, and Middle East. 

Experience

Tom developed his technical skills as a site engineer. He has worked across the process, building, and civil engineering sectors in both a project planning and expert witness capacity. Tom has worked with leading legal teams in negotiation, adjudication, arbitration, and litigation proceedings. 

Tom’s professional experience includes: 

  • Refurbishment, England: Appointed as a delay expert to a multi-party dispute (client, contractor, project manager, design team) in the Technology and Construction Court (TCC). Dispute related to a complex refurbishment (settled in mediation). 
  • High-rise cladding refurbishment, England: Appointed as a delay expert by the employer for a £10 million high-rise cladding refurbishment project. Extension of time and liquidated damages counter claim. Bespoke form of contract (negotiation). 
  • School project, England: Appointed as a delay expert by the employer in relation to a £7 million school project. Extension of time and liquidated damages counter claim (negotiation). 
  • Residential, England: Appointed as a delay expert by the employer in relation to an extension of time and liquidated damages counter claim. JCT Design & Build form of contract. £10 million dispute (negotiation). 
  • Office development, England: Appointed as a delay expert by the employer relating to a professional negligence claim against a structural engineer. £2.5 million dispute under a bespoke appointment (negotiation). 
  • Hotel, England: Appointed as a delay expert by the contractor relating to a hotel refurbishment. £17 million dispute under a JCT form of contract (adjudication / negotiation). 
  • Hotel, England: Appointed as a delay expert by the contractor relating to an extension of time and delays upstream (to employer) and downstream (to subcontractors). JCT standard form of contract. £8 million dispute (negotiation). 
  • Highways / Infrastructure, England: Appointed as a delay expert by the employer relating to extension of time claims. JCT contract. £7 million dispute (negotiation). 
  • Water Treatment Works, England: Appointed as a delay expert relating to a professional negligence claim against a structural engineer. Civil works under NEC Professional Services Contract. £1 million dispute (adjudication). 
  • Gas pipeline, England: Appointed as a delay expert by the contractor relating to extension to the completion date associated with a series of compensation events. NEC3 form of contract. £4 million dispute (adjudication). 
  • Oil & Gas, Spain: Appointed as a delay analyst by the contractor on a subsea gas line. Bespoke form of contract. €50 million dispute (negotiation). 
  • Process plant, England: Appointed as a delay expert by the contractor on a delay dispute relating to a floating roof storage tank. FIDIC (Yellow) form of contract. £4 million dispute (negotiation). 
  • Oil & Gas, North Sea: Appointed as an assistant to the delay expert by the contractor for an offshore sub-sea manifold frames subcontract. £7 million dispute (arbitration). 
  • Appointed as a delay analyst on various Energy from Waste (EfW) and Combined Cycle Gas Turbine (CCGT) disputes (mediation / adjudication). 

In addition to his delay experience, Tom has worked in a project planning / project controls capacity on major infrastructure projects including a pharmaceutical site in Belgium, airports in England and Ireland, as well as a stadium in England.
